Freeman J. Dyson Technology Assessment	The function of technology assessment is not to measure but to warn. We cannot predict quantitatively the value or the cost of a new technology. What we can do is to look ahead and identify snags and traps. With luck, we may see the traps far enough ahead so that we can avoid walking in to them.
